Python is a widely used high-level programming language for general-purpose programming, created by Guido van Rossum and first released in 1991. An interpreted language, Python has a design philosophy that emphasizes code readability (notably using whitespace indentation to delimit code blocks rather than curly brackets or keywords), and a syntax that allows programmers to express concepts in fewer lines of code than might be used in languages such as C++ or Java. Head on to this link and download latest version of python, your python will start downloading , once it is done downloading double click the exe file, check Add to System path and press continueonce the python is IDLE is done installing launch the Python IDLE application will launch like what you see below.

Installing Scikit Learn for python
Head on to this link Download the scikit-learn version that is same as you python version and suits you 32bit or 64bit operating system. For example, above I have installed python version 3.6.2 on windows 64 bit computer, so I will choose to download scikit_learn‑0.19.1‑cp36‑cp36m‑win_amd64.whl version of Scikit learn. Once you download the version that suits you, I recommend using python and scikit learn version same as the one I am using irrespective of the operating system, you have to install it using pip, which is explained in the video tutorial below.
